اشارت “هيومن رايتس ووتش” الى إن العاملين في القطاع الطبي والمسؤولين الحكوميين في لبنان يحذرون من أن المستشفيات قد تصبح قريبا عاجزة عن تقديم الجراحة المنقذة للحياة والرعاية الطبية العاجلة للمرضى جرّاء الأزمة المالية. وتنبع الأزمة من عدم سداد الحكومة مستحقات المستشفيات العامة والخاصة، بما فيها المستحقات المتوجبة على “الصندوق الوطني للضمان الاجتماعي” والصناديق الصحية العسكرية. يعرقل هذا قدرة المستشفيات على دفع أجور عامليها وشراء اللوازم الطبية. كما تسبب النقص في الدولار في تقييد استيراد السلع الحيوية ودَفَع المصارف إلى تقليص خطوط ائتمانها.
واوضح جو ستورك، نائب مديرة قسم الشرق الأوسط في هيومن رايتس ووتش، ان “عدم تسديد الحكومة اللبنانية فواتيرها للمرافق الطبية يهدد صحة السكان بشدة. بينما يساوم السياسيون على تشكيل حكومة جديدة، فإن السلطات غائبة عن الاستجابة للوضع الاقتصادي المزري. مع الوقت، تتضاءل قدرة العديد من الأطباء والمستشفيات على علاج المرضى”.
بدوره، لفت نقيب المستشفيات الخاصة سليمان هارون لـ”هيومن رايتس ووتش” إلى ان وزارة المالية لم تدفع منذ عام 2011 مستحقات تُقدّر بـ 1.3 مليار دولار. يقوّض هذا قدرة المستشفيات على شراء الأدوية والمستلزمات الطبية الأساسية، ودفع رواتب موظفيها. أضاف أن الوزارة دفعت معظم المستحقات المتوجبة عليها حتى 2017، وفقط نصف مستحقات 2018، ولا شيء من مستحقات 2019.
واوضح التقرير ان “المستشفيات الخاصة تشكّل 82% من القطاع الصحي في لبنان. لم تدفع الحكومة المستحقات المتوجبة عليها للمستشفيات الحكومية أيضا”. قال مسؤولون في “مستشفى بيروت الجامعي” و”مستشفى الهرمل الحكومي” في البقاع لـ”هيومن رايتس ووتش” إن الحكومة لم تدفع لهم أي مبالغ في 2019.
